Emily Horne is a strategic communications and public affairs expert who advises technology companies, policymakers, and civil society organizations. She was a spokesperson for the National Security Council under both Presidents Obama and Biden, where she helped execute the “declassify and share” information strategy around the Russian invasion of Ukraine. Prior to the White House, Emily served in senior communications roles at the State Department for over a decade.

Emily was Head of Global Policy Communications at Twitter, where she covered trust and safety, privacy, disinformation, and public policy. She writes the communications newsletter Spin Class.
